What is the Country Place Maintenance District? (CPMD)
Did you know that Country Place is managed by TWO boards?
Most residents are familiar with the Homeowner’s Association (HOA). This Board is funded through annual dues paid by the homeowners of Country Place. These dues are collected from the community and invested back into the community. The HOA focuses on activities such as enforcing the association’s governing documents and organizing community events and activities.
However, there is another important entity managing aspects of Country Place: the Country Place Maintenance District Board. This Board of Trustees is responsible for maintaining the Hillsborough County right-of-way at the 10 entrances to Country Place. Their responsibilities include upkeep of entrance signs, sign lighting, landscaping (plants, trees, mulch), pest control, irrigation, and maintenance of related equipment. Additionally, the Maintenance District Board oversees the upkeep of the fence and light posts along Hutchinson Road (between Pennington and Country Lake) and the nearby pond at Country Place West Park.
The Country Place Maintenance District Board is funded differently from the HOA. Its operations are supported by an annual tax assessment of $50 per parcel, applied to properties within Country Place. These funds ensure that common areas are well-maintained and visually appealing. Operating under Florida Statute 189, the Maintenance District Board was established in 1986 through Hillsborough County Ordinance #86-38. Remarkably, the $50 annual tax assessment has remained unchanged for the past 38 years.
The Board maintains transparency by publishing its budgets, meeting minutes, and founding documents on its website at https://countryplace.mydistrictwebsite.com/. Additionally, the Board’s financials undergo an annual audit, and the resulting reports are also accessible on the website.
Understanding the distinct roles of these two boards is essential for appreciating how Country Place remains a thriving and well-maintained community. While the HOA fosters community engagement and adherence to standards, the Maintenance District Board ensures the upkeep of shared spaces and infrastructure. Together, they contribute to the quality of life in Country Place.
The Country Place Maintenance District Trustees meet the second Monday of every month at 7:00 p.m. at the Northdale Community Center located at 15546 Hooting Owls Place.
